I have tried to click on the bottom left "report/block this person." Then checking report this person box and pulling down to fake profile etc... The problem is that the person who is the subject of the fake account does not have a real facebook account. It requires you to "Be sure to add a valid web address (URL) leading to the real profile so that we can review the information." There is no valid URL because the victim is not on facebook. Please help!

From what you say, the person would need to create a Facebook account in order to file the report.
That actually makes sense even though it could be a bit annoying.
