No, it's impossible to view a private facebook profile, even if it is in the same network. Some people are more protective of their personal information, and block everyone unless they are friends from viewing their profiles.

It's up to the individual Facebook profile owner to set the privacy controls on their profile. If they have them set to not visible by people on the network, you (as a non-friend) should not be able to access them. And that is how it SHOULD be.
