I see friends online in my facebook chat window but when i click on them to chat with, it says they are offline
I don't get notifications of pictures that I comment on when other people comment on it

Facebook often takes a few moments to realise people are offline, so don't worry about that. And the notifcations take hours sometimes, they're a little screwed up. Basically, all this is the fault of Facebook.

Chat is messed up about 85% of the time, annoying I know.
As for notifications, check your settings, you can control what facebook notifies you of.
