Type in follow4follow in the app store or android market. The apps listed will probably be a prossess where you follow people in order to get points. You then trade the points for a certain amount of followers.
In addition you could search the hashtag or a username for follow4follow and follow that user and all their followers. TBH do you really feel that you need to have strangers following you? there are some seriously messed people using these sites.
