I want to start and Instagram account with lots of followers. I've seen people comment to people their goal by a certain time and they get it. What are they doing to make this happen.

this will only work if they agree to give you a shoutout.A shoutout is basically,when someone else tells their followers to follow you.

I diidn't understand your question but you can make an Instagram account and follow people as well as you can make your circle.
