As of facebook Dec 7, 2010.
I'm not getting some notifications from a friend, how do I change that? I checked the edit-news-feed-option-thing already and it says nothing useful.

Do you mean your news feed isn't showing you everything they do?
To control who you see in your News Feed... go to the very bottom of your home page... and click "Edit options". You can choose to see more or less of particular friends.
You can't adjust the red notifications at the top of your screen - except in Account Settings you can tell Facebook whether or not you want additional emails.
