So apparently people think it's funny to flag my comments constantly on instagram, anyway my account was deleted and I had over 3000 followers so I was pretty annoyed!!!
My question is, will instagram ever give me that account back? Or let me make a new one?

I don't think so. What I would do is create a new account and report the incident to Instagram.
I wonder if Instagram actually looks at the flagged content.
