So there's this twitter username that I really want but a inactive account has it and he/she hasn't been on it since 2009. So how many people do I need to report the account so I can get the username

You said it yourself. It's an inactive account. It's AN EXISTING, but inactive Twitter account. You can't have the username. Choose another username.

You could report it a few hundred billion times.
Won't make a difference.
People have been waiting years for inactive accounts, twitter isn't releasing them. Most likely reason being - it can lead to false impersonation, and misrepresentation of the original user.
