if you have a phone( apple ) I know they have apps where you can make collages. just go into whatever App Store type thing you have and search collage, you should get a ton of results. if you don't have a smart phone than get on a word document and copy paste pictures. that is what she most likely did in the picture you posted.

If you have an iPod touch iphone or iPad or some way to access the App Store than you can download papelook. That will let you make the collage and in papelook you will be able to mak those collages but to get more of the cool little pictures I recommend you get "we heart it" also in the App Store. In that app you must make an account then look up transparent. When you find one you like press save on the picture DO NOT SCREEN SHOT IT WONT WORK. Then with the pictures you saved you can put that into papelook. Hope I helped (:
