Ok I have someone blocked on fb now this person texted me and said they are changing their email address and will be unblocked. Is this true.

no, unless he creates a 2nd account with the new email, but you would have to approve that new friend request for his messages to go somewhere other than the "other messages" folder where you wont be notified
just make sure you have everything set to "friends only" and block him again if he contacts you with the new account - btw - facebook will be able to detect him breaking the rules by creating more than one account, and it will result in his new account getting suspended
