You can always buy them! I had a friend who did that, but people made fun of him when they found out...

This answer might come off rather insulting (that is not my intent so sorry if it does, or you may delete this message if you can)
The number of people who follow you really does not matter because there are millions of other people who will always have more followers than you do. However, following people sometimes gets them to follow you so I suppose there is a correlation between the people you follow and those who follow you. Or you can think up or look up some funny or insightful things to tweet on a regular basis.

1. Make sure your profile is complete with an avatar that shows your face and a solid bio.
2. Tweet well & tweet often and people will follow you.
3. Follow people who follow people that are like you.
4. Ask people to retweet you.
5. Search for tweets with keywords related to your topics of interest.
6. Use hashtags.
7. Regularly unfollow people who haven't followed you back.
8. Repeat your most popular tweets.
