people, companies or organizations create an account where they can add friends, customers or fans kind of like facebook or myspace. the only difference is that you don't really have a profile or anything you just update your status.
some exampes:
seana ate a gallon of ice cream.
seana is going to new york city.
seana wishes everyone a happy easter.
etc.

It's a social networking site like facebook, myspace, etc, but it allows people to post only about 140 characters at a time. You get to say snippets of things about what you're doing, thinking, etc. Some people swear by it. Some of us don't get it. If you enjoy it, go for it - it's better than smoking dope or hijacking airplanes, I guess.
