Ok. My profile is not set on private on twitter and I don't want it to be. I was wondering if there is a way to make strangers stop favoriting and retweeting my tweets?
Also, if someone does follow me that I don't know can I block them and then they won't see anything I post?

I'm sorry, but there is no way to do this without becoming a private tweeter. The whole point of Twitter is public. There is no 100 % way of making sure 'strangers' retweet or favorite or follow you, unless you become private, besides that the best you can do is to stop using hashtags in tweets. That way less people can find your tweets to retweet and favorite them in the first place.

Twitter is not meant for privacy. If you want the ability to limit who you share your posts with you should try Google Plus. It allows you to selectively choose who you post to. You can individually select a few people that you want to post to or you can select particular circles which are groups of people that you have assigned a category such as "Friends", "Acquaintances", "Family", etc. You can also share things publicly.
