no one is 100% sure of the exact date, as there are always delays

I'm not sure when it'll be MANDATORY for everyone, but for the time being all users can choose to manually switch to the new Timeline layout any moment. Just log in to your Facebook and type "Introducing Timeline" (Entertainment) into the search box and it'll take you straight to their tutorial video on how to do it.

Until this moment there's no official Facebook statement telling a date of mandatory change or upgrade.
