7. Like, and interact with, other companies
8. Publish engaging content
9. Be active
10. Measure, analyze and learn

To order to get fan page likes you need to make friends daily.and them request to like your page.
Share it in other social networking sites too.

If your Not Willing To Pay for ADs There is Not Much you Can Do To Increase your Likes
Use the Build Audience Tool Invite your Friends to your Page Ask Them to Share your Page
And Post in Other Groups and Pages and Ask People to Like your Page
