I made this twitter account last week and I use hashtags but they don't bring ANYONE. I saw people mentioned, how can I be mentioned by somebody? How would I ask and such?

Follow more people, get yourself involved in a fandom or just tweet people first.
Being in a fandom really helps to get mentions, retweets, favourites and follows daily because it's just a bunch of people who like the same celebrity as you.
For example,
There was a hashtag '#irishproblemsnight' (I'm Irish, obviously) and I just tweeted about three tweets with that hashtag and other Irish people retweeted/favourited them and followed me and I followed them back and they were also in the same fandom as me.
