I created a facebook page for my mom's local business, but when 'fans' write on the page, I don't get any notifications and there is no option to reply to the poster. it only says 'report'. I'm an admin, why can't I reply?

You can reply by sending a private message to all the people you want, via your Facebook page.
I think there is no option to receive notifications from a public page, you just have to visit that page often and search for any changes.
