This can be difficult. If you're just wanting a simple welcome page.
1. You'll have to create the page in html first.
2. Then upload it to a hosting provider.
3. Then install an iFrame app into facebook. - http://apps.facebook.com/iframe-apps/
4. From the app in facebook you can link to your hosted page and it will be visible in the iFrame.
