Go to your yahoo profile page. You can upload a picture of your choice there.

You can use a photo or a Yahoo! cartoon avatar, and if you have a Facebook or Twitter account, you can also use those avatars.

Go to: http://profile.yahoo.com/y/settings/privacy/ - make sure your profile isn't hidden, because if it is, your avatar won't show.

If you want a cartoon avatar, go here to create one: http://avatars.yahoo.com/ - then click on "Yahoo!" under "Export your Avatar".

In case you want to use a Facebook or Twitter avatar, you need to link those accounts in the Profile options.

You have several options in case you want a photo avatar:
a) go to your Yahoo! Answers settings at http://answers.yahoo.com/my-activity/edit/about , click "Update photo or avatar",
b) go to your Yahoo! Profile at http://profile.yahoo.com/ , click on the current avatar.
Now upload a picture or choose one of the pics you've uploaded previously.

Click Edit My Preferences, then click Add a photo or avatar. If you want a photo, then choose one from where ever you have them stored. If you want an avatar then follow below:

Step by Step How To Create An Avatar:

Click this link to get to the avatar screen. http://avatars.yahoo.com
Then look up to the top right and click Preferences to choose Male or Female.
Then look at Appearance, Apparel, Extras, Background and Branded.
Each category has sub categories and numbered pages to look through.
After each choice you make that you want to keep, click Save Changes in the avatar pane, orange bar.
Then return to My Activity, click Edit My Preferences.
Under the new avatar click Use my Yahoo avatar, scroll to and click Submit.
If it doesn't show right away, give it some time, Yahoo has been having problems lately.
If you have your profile set to private, your avatar won't show on answers.

If you are unable to change the avatar gender, then go back and click Preferences, then click Delete an avatar. Save Changes. Then go back and choose the gender of your choice, Save changes.
