There is this girl who has been stalking one of my best friends and she is really creepy and always finds a diffrent way to contact her, how do i get her ip address?

You can't. You only get the ip address of the internet provider. The real address can get by the police, after a crime happened.

Even if you could get it,it would not do you any good.It's not like having someone street address.It's impossible to find out who the person is with a IP address and with a ip location check can be off by a 100 miles.

You CAN get the physical address - it will require a complaint to your local Police though. The Police will require a written complaint from your friend. The Police will then investigate the complaint and serve warrants on the various Internet Service Providers the offender went through to reveal the location of person at the originating end.
