I have selected people on Facebook to be a "close friend" so I can receive notifications when they post stuff, for some people it works, but for others it doesn't, does anyone know why this is??

Wow, it's so obvious! You said you selected your close friends to get notification from them, so only those people that you will get notification. For some others, it's not work, it's maybe because they are not really online, they don't post status, like, or share stuff much.
