If you deactivated it then you can reactiveate it just by logging in

if you deactivated it,you can open it by logging it in.
But if you deleted it,no you can't.You need to do new one.

if it was reported it's just impossible because of rules and regulations
if it was deactivated you need only to log in again

You just need to log in into your account as usual you did. give your facebook name with the password and enjoy.

if you had deactivate your profile you just need to reactivate it by simple log in. every thing is like before, like your friend lists, your posts and etc.

As Long as Its Not Disabled Or Deleted Permanent than Go to Facebook.com and Login Like usual and it will Reopen again
If its Deleted Permanent or has Been Disabled Than you Can Not Access it again

All you have to do is log in again. But you have to do it within a certain period of time, or your facebook page will just be gone. (Im sorry I dont know how long)
