You see on ebay and other companies, they create fake followers, sell them to people and then their twitter accounts get 5k 10k 20k followers depending on the package. How do they create them? Do they just make loads of twitter accounts and make them follower the user that bought them? Curiosity

Twitter isn't fussy: if you send it a non-duplicated name and something resembling a bio, it creates an account. There are code generators to spit out this stuff, and it need only be shuttled through the Twitter API slow enough to avoid attracting attention.
The fact that (1) this exists and (2) Twitter likes having the extra user names for boasting purposes tells me that there's never going to be a crackdown on this sort of thing.
