Ok so I refresh my facebook page and when i look at my friends list and I see the same 15 people...im not sure if those are the people that view my profile the most...im just not sure haha.

For me i think so ,or some of ur friends unfriended u from their lists

Based on experiences and tests I have done with my account/bogus accounts, I think profile views are at least partially responsible for who shows up on the friends list bars on your profile.
Like one time last week my brother checked my profile to see my cell number, and then a few hours later he showed up on the friends list bar on my profile. And when people write "TBH" messages on my timeline, they come up shortly as well.
