Jay Leno has just under 700,000 Facebook fans ( https://www.facebook.com/teamcoco ).
Jay Leno has around 650,000 Twitter followers ( https://twitter.com/ConanOBrien ).
So I'd say Conan is more popular among people in general.

Jay is more popular because he gets consistently better ratings. Conan is more popular on social media because more young people like him.
