I've seen a lot of answers for this same question and none of them apply to me. I go to the yahoo profile page, I see the exclamation mark. I click it and I then click on the avatar I created, but theres no "save" button. I assume it is going to stay but it never does. My avatar is saved on the avatar page, but not her. I think my privacy setting are "public". Thanks.
I already made my cartoon image, and did everything that barkley suggested. Its like a giant circle. I change the picture, it appears on my profile, but again, it just never is saved.

For some reason the "missing" (face) avatar rather then the "default" (exclamation point) avatar is showing up here in Y!A. Your profile does have the regular default. If the problem remains you may want to contact Y!A at y_answrs_team@yahoo.com
NOTE: This is the only official Yahoo address that I have seen ending in yahoo.com. The spelling of answrs is correct.

REVISION: The face has been replaced with the exclamation point.

Your avatar can be a cartoon or a photo. You can also use your Facebook or Twitter avatar. For an animated gif you should make it your Twitter avatar first.

STEP 1.
In order for your avatar to appear you must make your Yahoo Profile visible. That is done here:
http://profile.yahoo.com/y/settings/privacy/
There is no reason to hide your profile. Nothing appears unless you enter it and turn a switch on. The name can be anything you want.

STEP 2.
If you want to use your Facebook or Twitter avatar be sure to link the sites in the Profile options.

STEP 3.
To create a cartoon avatar first go to http://avatars.yahoo.com and create one.

STEP 4.
Click on the default avatar in Y!A and select "edit my preferences".

Click on "update photo or avatar" and a small window will open.
You can select the cartoon, Facebook, or Twitter avatar or upload your own photo.
After clicking "use selected photo" be sure to click "submit".
The same photo will appear in the Yahoo Profile.
