How can i do an edit like this for my instagram account? I want to use the mocking jays as well because I have a hunger games fan account.

Hi Kealie.
I don't think it's as simple as an app. It might have been done in Photoshop with a mocking jay "vector".
Try searching through google and you might find it. Remember to give the original creator of that artwork credit too.
