Facebook does not tell you if you have been declined, it only tells you if you have been accepted. I guess if on your notifications it never says you have been accepted, then you were declined.

It Only Show Requests Accepted.
If Someone Declines Then You Would Not Know.
But You Can Tell When You Don't Get Their request back.
So In A Way You Can But Not On Your Wal.
