If I left my Facebook app on in the background on my iPhone. Will I still be charged although not actually using it??

yes of course you will be charged because putting an iphone app on the background will still sent and receive packets. It's better to use wifi if there's any available.

Well I would have thought so wouldn't you?
Your connected to Facebook, ie the line is open on a mobile network.
No different you calling someone's mobile phone number and both of
you put your phones down for five minutes. Your still being charged
all the time your connected to them.
Unlike ADSL and cable broadband although they are on all the time
your not paying for air time on a mobile phone network.
