When you first sign up for an account on Facebook are your settings automatically set so that you will receive email notifications when someone sends you a private message or do you have to change the settings to do so?

the default is set so that YOU DO get an email.
FYI - it can get annoying - you can pick and choose which notifications you'd like emails from - just go to your settings

The default setting is that you get an email notification for everything that is sent to you on facebook
