A. Limiting COLAs to the TRUE increases in the cost of living
B Introducing means tests to deny benefits to high income retirees
C Invest the Social Security trust fund in the private stock market
D allow works to invest part of their Social Security tax into an IRA
E Transferring money from military spending to the Social Security trust fund
obviously there's an answer if this is from an AP government class

Trick question. There is no possibility of saving Social Security.

E. sounds fishy. If you reduce spending on the military and increase spending on Social Security, who says the money to pay for social security came out of the military budget? Dollars are dollars.
