I unfriended someone a few months ago that I shouldn't have. Now I want to send them another one but I don't see the option on their timeline. Did facebook disable this?

No Actually it because of that person's Privacy Settings, you can Send her PM or follow her

they didnt disable it, that person has their settings set to only allow friends requests from people who have mutual friends with her
