No, it is not true, your friend request feature might be deactivated for few days tough if facebook staff thinks that you are spamming facebook or sending requests to unknown people.

No Thats Not True How Many People Block you Has Nothing to Do With If your Account Gets Deleted Or Not your Account will Only Get Deleted If you Do Not Follow the Terms Of Service As Long As you Follow the Terms of Service you Will Not Get Deleted
