So here's the deal, I'm not supposed to have a facebook or twitter but I never asked about an Instagram so I just got one. I always used it on my ipod, but my parents just got me an iPhone for my birthday and I want to know if on our data bill for 4G if it will say that I used some on it on Instagram. PLEASE HELP

It might. Some apps can be listed on the data plan when you use data. But I doubt it.
Also, why the hell would you get an iPhone? Get an Android, they are for smart people, unless you want the world to think you're dumb.

If you're using it on your 4G, yes it will say that you have used data. I don't think it'll say specifically on Instagram. Just that you have used it. But if you connect to wifi then use it, you should be good.

The bill will only show the amount of data used and maybe the location of each session.
