I made a Facebook Fan page, and it's made under MY Facebook account. Say someone has me blocked on Facebook. Are they able to see my Facebook fan page that I created from my account?

if they have you blocked then yes, if you blocked them then no.

No they cant see your account period...unless they on someone's else Facebook and your friends with them
