It is micro-blogging. Its like people on the move blogging and saying what they are up to, where they are, where they might be going. Its like an RSS feed for a person's social habits.
Though it has expanded past that now as companies have found ways of using it to help market their brands and products. It can be a good way to give a quick/brief alert to people about a new product if they are "following" your twitter account.
