it sounds strange, but there is a picture of a girl who looks identical to me. I need to be able to find out who she is and reverse image search did not work. is there a way I could find out what her instagram username is by using the image I have?

You can ask around about her but there's no search thing where you can put in a profile picture. Sorry!
Side Note: If you liked any of her pictures, you can go under Settings > Pictures You've Liked and she could be there.

Use google image search,

This will match the picture to any page it has been uploaded to on the web.

You Cant Look Up a Picture on Instagram And Find a User From There Instagram Does Not Have that Feature However you Can Use Google Images By Going to Google Images Click on the Camera Button and Select the Picture and See if you Can Find the Picture From Google Images Maybe it Will Show a Picture From Instagram With the Username
