I am wondering if i can block getting followers at all? its kinda creepy lol

I wanna follow but dont wanna be followed like norman reedus

well, if you don't want to be followed you can just make your twitter acc. private. Doing so will make the people who want to follow you send a request for you to accept before they can completely follow you ^-^
Here's a simple guide to do it:
1. Log in to your Twitter account with your username and password.
2. Click on the "person" icon on the right side of the top menu bar. Then select "Settings."
3. Scroll down to the section labeled "Tweet privacy." Check the "Protect my Tweets" box to make your account private.
4. Scroll down to the bottom of the settings page, and click on "Save changes." Going forward, all of the tweets you publish will be protected, and can only be seen by your current Twitter followers.

Yes, when you block someone, they can still view your public Twitter stream

you can block people on twitter. click arrow besides their name and select block.
