So someone was on my phone and while they were on my phone their Instagram got blocked. And now Instagram is completely blocked on my phone and won't let me sign into my account. Is there anything I can do..????

I would try to login to Instagram from your computer to make sure you can still access your account. If you can then I suspect that you need to reset the Instagram information on your phone. If you can't login from your computer then your account could have been compromised and you'll need to reset the password.
