I wanted to delete my twitter, but then I thought that all the tweets that I got sent to my phone would stop, which I don't want. Is there anyway to deactivate it without losing that?

That would not make sense at all. If you deactivate your account, it's gone. There's no way you could still receive tweets/notifications.
