I have a few possibilities.
First, I'd suggest tweeting either @Ginger or @Delbius from another account.
If you don't feel comfortable with opening another account, you can send them a message here: https://support.twitter.com/forms/platform at "I have an API policy question not covered by these points". You can also try adding it in while reporting someone, but that probably won't get to them as fast.
