So on my phone, I have 2 instagram accounts, on one i can follow, but the other one doesnt allow me to follow anyone anymore. I followed only like 46 people

It turns blue, than goes back to green, and i turned off phone, reloaded app, nothing works

It may be due to limitations within the app and within instagram. From what I read (I don't use it), it isn't really set up to handle multiple logins to multiple accounts. Check this article here:
