I tried it, and I feel like it shows the people you chatted with the most and only includes people on your friendlist.
Does anybody know of a way to find out who views your facebook the most?? Not just people on your friends list?

I believe the only way is, if they tell you they did.

that way is a hoax... it's not actually a list of people who have viewed your profile, and there is no way to find that out
it has never been possible, and it never will be
