How come there is no White Caucus, no White Miss America, no United Caucasian College Fund and no National Association for the Advancement of White People
Fair : treating people in a way that does not favor some over others

Most whites don't identify themselves first as whites. We identify ourselves as smaller groups, such as New Englanders, by ethnic origin such as Italian-American, or religious affiliation.
A White Caucus would be a caucus of almost the whole. The whole point of a caucus is for a small group to band together for mutual benefit and to get more influence as a group. There are many caucuses/coalitions/groups in Congress, most are probably all white as Congress is mostly white. But there's also a Hispanic caucus, a Czech caucus, a German-American caucus, etc. Smaller groups.
As for your other groups mentioned, there IS a National Association for the Advancement of White People, but it's been used as a name for a white-supremicist group in the past. See David Duke. https://www.facebook.com/NationalAssociationfortheAdvancementofWhitePeople
Up until 1970, Miss America was all white. There used to be an actual rule that said "contestants must be of good health and of the white race." Miss Black America STARTED because blacks weren't allowed in the Miss America pageant. Want a Miss White America? Start it.
As for scholarships -- Again, smaller groups. There are plenty of groups like the National Italian American Foundation, a whole list for students of Polish-American descent, etc.
Fairness is allowing access to education for all. Scholarships help. Targeted scholarships help people who want to help out specific groups. Want a United White College Fund? Start one.
