Yahoo search is owned by Bing, to do small self serve advertising you would go through Microsoft ad center where you could place ads on yahoo or bing from the same account.

Many of th ad networks provide geo targeting, based on visitors' IP address, which is not as prcise as zip codes, but will probably suffice. Some advise first tome advertisers to try either Google Adwords or Facebook ads, google gets about 65% of all searches, Face demographic targeting can be powerful, their geo matching is based on the home town in the users profile.

Ads on some other Yahoo properties might not be available to small operators, this Yahoo ad service looks to be corporate oriented: rightmedia.com
