If you don't know the answer, you probably don't really need a smartphone.

Every smartphone that has WiFi also has 3G or 4G connection, which can be used for Twitter the same way the WiFi is used. There are maybe some that only use older Edge, but I think those aren't available on the US market.

They cost a little or a lot, it all depends on how powerful they are. There are some with small screens, slow processors, low memory, and others with huge, clear, high quality screens, powerful processors, lots of memory and additional feats. A smartphone, even the cheap ones, are able to make photos and share them on the internet, they are capable to use social networks way better than normal phones, they are way better for internet browsing, mid-range and expensive Android phones support flash, the amount of apps is mind boggling... All in all, even cheap Android phones can do much more than any ordinary phone, if you can find a use for it. Also, they use more battery.

If you go to the top of the spectrum, you will find iPhone 4s, HTC Sensation, Samsung Galaxy S2 and others, even more powerful, with 3D displays and cameras, for example. Every Android phone comes with a GPS, which can also be used for geotagging photos and other interesting purposes.

A really good smartphone can do 90% of all things you use your PC for, sans work, plus some things you can't use your PC for. If you are not a gamer, difference between a strong and relatively low end new Android smartphone is more in comfort than in ability to perform the job. Sometimes you won't use a low end one just because it's too uncomfortable for it or too slow.

Also, those phones are more complex and harder to use. Many users just don't need that kind of power, buy the phone and use only the abilities they would use with normal phones.
