There is a video on instagram of me at the end, basically, its really awkward i look terrible and im looking straight at the ppl filming. I dont know her at all and shes really popular and im not going to ask her to remove it because the same thing happened to my friend, but it was a picture, and she said no. So yeah, how many times can i report it or how many people need to report it before instagram removes it?

I would report it, and if you have already and Instagram did nothing, then get your followers to report it too. Report her whole account too and if still nothing happens report it to Instagram directly, through Facebook, Twitter, any way you can find to contact Instagram.
(Don't comment on their Instagram photos, because the staff are likely to ignore comments because they get so many)
