that all depends on where on facebook you want to put it
if you want it in a status update, click the little camera icon, then select what picture you want to use

If you want to put a profile picture
1-Go to your profile page
2-You will see a square box in the top left side
3-Put your cursor on it
4-Then it show say "Edit Profile Picture"
5-click on it
6-Then 4 option will appear to you
From here it's your choice if you want to :
*Take a picture(Which that mean you open your camera to take a picture)
*Upload phone (Where you browse to find the photo you saved to put it)
*Edit Thumbnail
*Remove
