If you change someones Instagram password from your iPhone , will it disable the Instagram app on their android until they can figure out the new password?

No their instagram app will keep working but that person wouldn't be able to log in on his instagram

It will not disabled but he can not log in again through his account's credentials. He can log in, with another account with proper credentials
