There are two ways:
1) ads - Google AdWords, Facebook Ads, Twitter Ads, Pinterest Ads, etc. You need to build few campaigns for site and it's running businesses there.
2) strong SEO - building proper categories, links, texts, descriptions.

You should use both ways - ads will give you initial boost, but then SEO will drive much more traffic.

There are a few ways to promote a B2B website.
Via FREE - You can start writing unique contents and build your traffic via search engines' organic traffic (SEO). Once you build trust for readers, that will help promote and expand the website's name. You can also promote it via Social such as Facebook, Twitter, Google Plus and etc. These are all free tools but of course you will need someone to manage and promote on these platforms.

Paid - You can promote the website via advertisements such as Google Adwords or even Facebook Ads depending where your audience is. For B2B, i see Google Adwords will be more effective.
